Comment to DM sends a private message to anyone who comments on your post, reel or ad, usually when the comment has a keyword like LINK. It runs on Meta’s private reply: one DM per comment, within seconds, plus an optional public reply under it.

The usual causes come from Meta’s rules and your settings: the comment was older than 7 days, the post was outside the automation’s posts, the keyword did not match (a keyword must be a whole word, give or take a common ending, so LINK never matches linkedin), or the person already got it under Only once per person. If they do not follow you, the DM did arrive, in their message requests.
