Yes, on your own posts, Page posts and ads, on both platforms. Elsewhere you can only hide it from yourself or report it.
Neither platform sends a notification. The comment simply disappears for them too.
Facebook has no bulk delete; turning comments off hides them all. Post cleanup deletes them in bulk after you filter: paste the post link, select all, delete.
On your own post, open the comments, choose Manage comments, select the ones to remove, Delete. Instagram limits how many you can select at once. Post cleanup has no such limit and works on ads.
It is on someone else's post, or your Page role has task access only. Owners and people with Facebook access to the Page can delete.
Hide for negativity you do not want amplified and may reply to; delete for spam, scams, abuse and anything that breaks your policy. Deleted cannot be undone.
